The Project
A comprehensive structural evaluation of an existing military facility—Building 700—at Marine Corps Recruit Depot Parris Island. The Challenge

The evaluation began with a detailed visual survey and selective destructive testing to document crack patterns, spall depths, and corrosion of reinforcing steel. Using these findings, BES developed repair recommendations that prioritized structural integrity and corrosion mitigation—such as partial-depth patching, cathodic protection, and concrete coating systems suited for marine exposure. For the seismic assessment, the team followed the Unified Facilities Criteria (UFC 3-310-04) and ASCE 41-13 methodologies, modeling the existing structure to determine its performance under likely lateral demands. The process included identifying deficiencies in ductility, detailing, and load path continuity. BES then provided targeted retrofit recommendations to bring the building closer to compliance while respecting cost and operational constraints.
The Improvements
Concrete repairs and protection systems were recommended to halt ongoing deterioration and extend the building’s service life. The seismic analysis identified critical structural deficiencies, enabling prioritization of retrofit actions such as improved diaphragm anchorage, collector strengthening, and detailing for ductile performance. By aligning the assessment with federal UFC and ASCE standards, BES provided a defensible and systematic framework for repair and upgrade decisions, balancing safety with practicality. The study also enhanced the facility’s maintenance records with detailed documentation for future inspection and lifecycle planning.
